Regardless of how our way of life continues to evolve, people and goods will always need to get from place to place. Intelligent transportation solutions are essential, and so are new ways of improving efficiencies for the government agencies that provide and manage highways, transit systems, and other transportation programs. Globally, challenges include ever-growing congestion and pollution, increasing demands for portability, and a lack of public funds to enact programs.

ACS helps transportation agencies address such challenges with revenue collection and regulation compliance services worldwide. Rather than relying solely on technology, ACS can help governments with insufficient funds or resources find ways to apply new business models and new business processes to meet their challenges. From fare collection to toll solutions, from back-office processing to infrastructure installation, ACS provides systems and services that help governments solve their intractable transportation problems.

Commercial Vehicle Operations

Today’s trucking industry faces significant challenges, reflecting the changing profile of shipping and affecting the drivers who make a living transporting goods across our nation. In times of change, new processes, efficiencies and technologies can have a dramatic impact. With more than 420,000 trucks enrolled in the PrePass program, which operates in 28 states, ACS is making a difference in transportation.

PrePass is a nationally implemented system that verifies truck weights and credentials while motor carriers travel at highway speeds, allowing pre-credentialed safe carriers to bypass inspection stations—saving time, money, and 28 million gallons of fuel per year.  Participating states benefit by being able to reallocate inspection staff to address other critical highway safety concerns.

Electronic Toll Collection System

Regardless of rising fuel costs and environmental worries, drivers in the U.S. continue to clog the nation’s highways—leading to almost routine backups and major delays for travelers. ACS helps cut through congestion with Electronic Toll Collection (ETC)—in fact, we process 50 percent of all ETC in the U.S., accounting for $3 billion in revenue per year. ACS supports all aspects of ETC operations, including account maintenance, autoload, transponder distribution and replacement, and violations processing. We also provide lane integration solutions, including Open Road Tolling (ORT), which allows drivers to pay tolls at highway speeds. ACS offers affordable solutions that cater to your unique toll collection needs, helping to reduce inefficiencies, congestion, and pollution—all while increasing revenue. ETC-type solutions can also be applied to manage congestion at transportation hubs (e.g., seaports), minimizing time trucks spend idling while waiting to offload cargo.

Motor Vehicle Services

Every year, state administrators face daunting challenges in providing motor vehicle services, both outward-facing services and behind the scenes. For customer-facing services, the public demands more effective government services that are delivered in a customer-friendly and expedient manner. For back-office services like tax collection and apportionment, agencies are expected to do more with less, while trying to yield increased revenues to shore up a diminished budget.

ACS addresses both issues with comprehensive services. Our offerings include systems for efficiently processing and tracking fuel taxes and registrations across states, as well as service centers for state departments of motor vehicles (DMVs) to handle vehicle registration, titling, driver licensing and permit issuance. ACS offers superior service in motor vehicle services by including a significant number of subject matter experts as part of our management, program and technical staff. Many of our staff are former state employees with direct experience in IRP (International Registration Plan), IFTA (International Fuel Tax Agreement), and the tracking of motor fuels; title and registration; and other DMV functions. With this expertise, ACS can better understand your challenges while developing custom features and program enhancements to save you both time and money.

On-Street Parking

The average driver might not give much thought to the parking meters that typically line the streets and avenues of most cities, but on-street parking services are both a challenge and an opportunity for city governments. Such programs can be improved in a number of ways that offer more convenience for consumers, reduced urban congestion, increased efficiencies and additional revenue. Customer service can be streamlined with convenient payment options such as Web and phone interfaces, while revenue collections can be increased with improved parking management tools including new devices for ticket issuance and more effective ticket collections programs, including those for out-of-state violators.

ACS also integrates multiple functions into a single responsibility center that increases accountability and leads directly to improved performance. Combining meter installation and management with parking ticket processing, adjudication support, and collections can help gain even more efficiency and revenue by allowing police and courts to focus on core criminal matters. Whatever priorities, requirements and goals you have for your parking program, ACS can help.

Photo Enforcement

Public safety is a major concern for most communities, one that borders on crisis as local populations continue to grow while staffing and budgets are continually cut. One way to help make a community’s streets safer while reducing the workload on EMS, EMT, hospital, fire and police employees is a well-run photo red light or speed enforcement program. Photo enforcement solutions can reduce collisions and their impact on the community while generating needed revenue through violator fines and fees.

More than 300 jurisdictions around the United States have speed or red light programs operating today, and studies show that red light cameras offer a significant deterrent while reducing the number of actual violations by 40 to 50 percent. ACS offers a variety of solutions—including red light, speed, work zone, school zone, and railroad crossing enforcement—each built on our expertise as an integrator and supported by our superior backend violations processing systems. ACS’ customized solutions provide peace of mind for your residents and increased revenue and resource availability for your municipality.
